スータは語った。ナーラダが天界よりもたらした神聖なる使信を聞くや、ヴィシュヌは諸天とともに赴き、聖なる目的のための断固たる評議(計画)を定めた。
Sūta
Scene: Nārada delivers a divine message; Viṣṇu, accompanied by the gods, convenes and resolves a sacred plan—an image of celestial strategy and dharmic purpose.
Divine action for dharma begins with right counsel—listening to sacred guidance and forming firm resolve.
This verse sets the narrative frame; the explicit site-focus emerges later in the adhyāya with Hāṭakeśvara-kṣetra.
No direct rite is prescribed here; it introduces the divine decision that leads to later acts of merit and worship.
