devāśca bhaya saṃvignā brahmāṇaṃ śaraṇaṃ yayuḥ | te stutvā pitaraṃ natvā vṛhaspatipuraḥsarāḥ
神々は恐れに震え、梵天ブラフマーを避難所として訪れた。ブリハスパティを先頭に、彼らは父なる御方を讃え、ひれ伏して礼拝した。

Scene: A procession of anxious devas, led by Bṛhaspati, enters Brahmā’s luminous court; they bow and praise, hands folded, faces tense with fear.
In crisis, the dhārmic path is to seek refuge in higher wisdom and approach the divine with humility and praise.
No tirtha is named in this verse; it functions as the opening of the Paijavana-upākhyāna within the Hāṭakeśvara-kṣetra-māhātmya setting.
An attitude-practice is implied: stuti (praise) and namaskāra (bowing) to Brahmā as refuge.
