mānuṣye durlabhaṃ loke tatrā'pi ca kulīnatā | tatrāpi sadayatvaṃ ca tatra satsaṃgamaḥ śubhaḥ
Sūta (deduced; Nāgarakhaṇḍa Tīrthamāhātmya narration typically via Sūta to sages)
Type: kshetra
Scene: A sequence-like tableau: a human birth symbolized by a newborn; then a dignified person practicing noble conduct; then an act of compassion (feeding, protecting); culminating in a circle of sādhus and devotees in satsanga with scripture recitation.
Human birth is rare, and its fulfillment is found through compassion and the uplifting company of the virtuous (satsaṅga).
This verse is a general dharma-teaching within the Tīrthamāhātmya context; no single named tīrtha appears in the line itself.
No specific ritual is prescribed here; it emphasizes ethical cultivation (compassion) and seeking holy company.
