ああ、なんと哀れな輪廻の世よ!主なきところに、いずこに立ち得ようか。今日より、人々が汝をまったく礼拝せぬなら、いかなる依り処が残ろう。

Without devotion to Īśvara (Śiva), saṃsāra remains miserable and directionless; worship is presented as the sustaining refuge.
Kāśī is the implied sacred setting, where worship of Mahākāla/Śiva is upheld as paramount.
