It portrays the divine power (Śakti) as all-pervading like the Self, revealing that true knowledge and sacred speech arise when consciousness is illumined in every direction—symbolizing inner awakening and clarity.
Though the verse highlights Vāgīśī, it supports Saguna worship by showing how divine forms manifest as perceivable radiance; such manifestations steady devotion and lead the mind toward the all-pervading reality honored in Linga worship.
A practical takeaway is dhyāna on a radiant divine form (jyoti-dhyāna) with mantra-japa—especially Shiva’s Panchākṣarī—seeking inner illumination that ‘lights’ all directions of awareness.
