शिवशास्त्रप्रसिद्धानि ततोन्यान्यपि कृत्स्नशः । कलाभिस्तानि तत्त्वानि व्याप्तान्येव यथातथम्
śivaśāstraprasiddhāni tatonyānyapi kṛtsnaśaḥ | kalābhistāni tattvāni vyāptānyeva yathātatham

It affirms the Śaiva Siddhānta vision that all categories of existence (tattvas) function only because they are pervaded and empowered by Shiva’s kalās—showing Shiva as the inner ruler (Pati) and the ground of liberation.
Linga worship trains the devotee to recognize Shiva’s presence within every level of reality; the verse explains that the same Shiva who is worshipped in a tangible Saguna form also pervades all tattvas through His divine energies.
Contemplate Shiva’s all-pervasion while repeating the Panchakshara (Om Namaḥ Śivāya); during japa or dhyāna, mentally offer every tattva—body, breath, mind, and intellect—into Shiva as Pati, supported by Tripuṇḍra (bhasma) and Rudrāksha if practiced.
