そのとき彼女は、自らの主君――至上の統御者シャンカラ(Śaṅkara)――が眼差しで示した合図を悟った。愛しき者よ、主は大いなる熱意に満ちて行動せんとしていた。

It highlights how the devotee or divine consort recognizes Śiva’s will through subtle संकेत (inner and outer signs), showing that the Supreme Lord guides action through grace and intimate awareness.
The verse portrays Śaṅkara as the personal, Saguna Lord who communicates and directs—supporting the Purāṇic emphasis that worship of Shiva (including the Liṅga) is a living relationship with the Supreme Controller.
Cultivate attentive bhakti—steady japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) with inward focus—so the mind becomes subtle enough to perceive Śiva’s प्रेरणा (guidance) in one’s conduct.
