ये पूजयंतस्तत्रापि दैत्या रुद्रं सबांधवाः । गाणपत्यं ययुस्सर्वे शिवपूजावि धेर्बलात्
ye pūjayaṃtastatrāpi daityā rudraṃ sabāṃdhavāḥ | gāṇapatyaṃ yayussarve śivapūjāvi dherbalāt
そこでもまた、ダイティヤたちは親族とともにルドラを礼拝し始めた。そして、定められたシヴァ礼拝の規律の強い力に促され、彼らは皆、ガナパティヤの道――シヴァのガナの統率者としてのガネーシャへの帰依――へと入った。

Rudra here is Saguna Śiva—approached through prescribed worship (vidhi). In the Shiva Purana, such vidhi commonly includes Linga-oriented devotion that channels the devotee from outer ritual into inner surrender to Pati (Śiva).
Follow Śiva-pūjā-vidhi with steadiness—japa of the Pañcākṣarī ("Om Namaḥ Śivāya"), offerings to the Linga, and a disciplined devotional routine—since the verse stresses the ‘balāt’ (compelling efficacy) of properly performed worship.
