यस्येत्थं संविकल्पंते संज्ञासंज्ञोक्तितः स्म वै । कियता चैव कालेन द्वितीयेच्छाऽभवत्किल
yasyetthaṃ saṃvikalpaṃte saṃjñāsaṃjñoktitaḥ sma vai | kiyatā caiva kālena dvitīyecchā'bhavatkila
かくして彼において、名づけと言表(名と名づけられるもの)のはたらきにより、そのような規定がまことに生起した。やがてある時を経て、第二の意志の衝動が現れたと説かれる。

It points to manifestation beginning as a movement of Shiva’s Will (icchā) and the arising of conceptual distinctions through naming—showing how the One appears as many while remaining the supreme Pati.
Name-and-form (saṁjñā and expression) are the basis of Saguna approach; the Linga is the sacred sign through which devotees relate to the transcendent Shiva without reducing Him to mere form.
Contemplate Shiva as the source of icchā-śakti and practice japa of the Panchākṣarī—"Om Namaḥ Śivāya"—to steady the mind beyond conceptual vikalpas (constructs) into devotion and inner stillness.
