The verse shows Dharma appealing to Śiva as the sovereign of His gaṇas, implying that righteousness becomes effective and fruitful (kṛtārtha) only when aligned with Śiva’s living presence and grace—Pati guiding the world toward auspicious order.
The address “Pramathādhipa” reflects Saguna Śiva—approachable, responsive, and active in the world. In Śaiva practice, such invocation is mirrored by worshiping the Śiva-liṅga as the visible focus through which devotees invite Śiva’s presence into the human sphere.
It suggests an invocation (āvāhana) mood: call Śiva to be present through japa of the Pañcākṣarī “Om Namaḥ Śivāya,” accompanied by simple liṅga-pūjā with bhasma (Tripuṇḍra) and a prayer that all beings become kṛtārtha by His anugraha (grace).
