It highlights that true spiritual authority is marked by tejas—inner radiance born of tapas, purity, and Shiva-bhakti—so the sages’ arrival signifies a sanctified, dharmic setting where divine truths and auspicious events can unfold.
In Shaiva tradition, realized rishis gathering around sacred events supports Saguna Shiva worship by establishing proper ritual order, mantra discipline, and the transmission of Shiva-dharma through authentic lineages of teachers and disciples.
The verse implicitly points to tapas and guru-shishya discipline—regular japa (especially Panchakshara), purity practices like Tripundra (bhasma), and steady meditation that cultivate tejas and make worship fruitful.
