The verse highlights kāla (divine time/order) as an instrument of cosmic stability, showing that sacred places and supports in the world endure by Shiva’s governance through time, and should be established with reverence and dharmic intent.
In Shaiva practice, stable sacred supports (ādhāra)—such as a consecrated site, mountain, or altar—prepare the ground for Saguna worship, including Linga-sthāpana; the emphasis on “establishing” mirrors the ritual principle of properly installing a seat for Shiva’s presence.
The practical takeaway is the importance of sthāpana and pratiṣṭhā (proper establishment/consecration) before worship—beginning with purification, steadying the mind, and then japa of the Pañcākṣarī mantra “Om Namaḥ Śivāya” while dedicating the act to Shiva.
