It teaches that the cosmos operates under Shiva’s sovereign power (Māyā) and that this Māyā is not independent—it is Shiva’s own Will. Liberation arises through recognizing Shiva as the supreme Lord (Pati) beyond delusion.
By affirming that all manifestation is governed by Shiva’s Will, the verse supports Saguna worship—such as Linga-pūjā—as a direct approach to the Lord who controls Māyā and grants grace leading toward realization of the transcendent (Nirguṇa) Shiva.
Practice japa of the Pañcākṣarī mantra “Om Namaḥ Śivāya” with the intent of surrendering personal will to Śivecchā, and meditate that all experiences arise under Shiva’s Māyā while seeking Shiva’s grace for release from delusion.
