It teaches that approach to Shiva in linga-worship is orderly and complete: the devotee honors Shiva’s manifested powers surrounding the sanctum, cultivating discipline (niyama) and reverence for the cosmic functions that operate under Pati (Shiva).
The verse describes āvaraṇa-pūjā—worship of attendant forms around the linga—showing Saguna Shiva as the center while His operative energies and guardians are revered in concentric order, supporting focused devotion and right ritual orientation.
Perform the second enclosure worship by offering (upacāras) in a fixed sequence to the four forms named, circumambulating with steadiness; inwardly, meditate that these powers are governed by Shiva and dedicate the fruits to Him (śiva-arpana).
