A ruler’s strength is shown not only in power but in compassion and responsiveness: the speaker urges the king to soften his heart toward a grieving wife and to answer responsibly, emphasizing ethical conduct in intimate and social duties.
The speaker addresses a king/hero, pointing out that a woman (identified as his beloved wife in the given context) is continually weeping from sorrow, and requests that he show her renewed kindness and provide a clear reply to the speaker’s words.
