नारद उवाच
The verse underscores the idea that true sovereignty is not merely display but ordered majesty: Varuṇa, emblematic of cosmic and moral governance, appears in a setting of disciplined grandeur, suggesting that power is ideally aligned with order (ṛta/dharma) and proper conduct.
Nārada is describing the extraordinary assembly hall, portraying it as so wondrous that even deities are present there. Here he notes Varuṇa seated within, attended by Vāruṇī, resplendent in celestial attire and ornaments.
