By enumerating cosmic governors (Adityas/Devas), the verse implies their roles are limited offices within the manifested order, while Shiva-tattva is the transcendent Pati who empowers and regulates these functions without being bound by them.
A Vedic-style devatā-smaraṇa (invocatory remembrance) that can be integrated into Shiva-puja as aṅga-nyāsa/saṅkalpa support—recognizing cosmic forces while centering the rite on the Linga as the supreme focus.
