Suta Goswami (narrating to the sages at Naimisharanya, within a ritual-instruction passage)
It establishes adhikāra (fitness) for worship: Brahma-yajña, purification by स्नान (snāna), and handling of tīrtha-water are prerequisites before entering the ritual space for Śiva-pūjā.
Śiva-tattva is approached through śuddhi (purity) and niyama (discipline): the Pati (Lord) is worshipped when the pashu (soul) restrains itself (वशी) and prepares with sanctified means (tīrtha) and right procedure (vidhi).
A preparatory discipline combining Vedic recitation-duty (Brahma-yajña), ritual bathing (snāna), and regulated conduct (vaśitā/self-control), aligning outer puja with inner Pāśupata-style restraint.
