真言に通じた者は、パヴァマーナ(Pavamāna)とトヴァリタ(Tvarita:迅速成就)の句をもって、またタラツサマンディー(Taratsamandī)群および関連の真言を添え、さらに二種のシャーンティ(Śānti)を用いて、ルドラのための鎮静の作法を速やかに行うべきである――安寧と護りをもたらすために。

It prescribes specific purifying and pacifying mantras (Pavamāna, Tvarita, and Śānti) to stabilize a Linga-rite, remove obstacles, and align the worshipper (pashu) with Rudra as Pati.
Shiva is invoked as Rudra—the sovereign Pati who both purifies and pacifies—showing that liberation requires His grace expressed through mantra that loosens pasha (bondage) and restores inner śānti.
