Adhyaya 23: श्वेत-लोहित-पीत-कृष्ण-विश्व-कल्पेषु रुद्रस्वरूप-गायत्री-तत्त्ववर्णनम्
तस्मिन् विश्वत्वम् आपन्नं ये मां वेत्स्यन्ति भूतले तेषां शिवश् च सौम्यश् च भविष्यामि सदैव हि
tasmin viśvatvam āpannaṃ ye māṃ vetsyanti bhūtale teṣāṃ śivaś ca saumyaś ca bhaviṣyāmi sadaiva hi
この地上で、我を「普遍へと入り(万有となった)その唯一者」と知る者には、我は常に、解脱を授ける吉祥なる主シヴァ(パティ)であり、また恩寵を与える柔和なる主サウミヤでもあろう。

It frames Linga-worship as a means to realize Shiva’s viśvatva (all-pervading reality); such knowledge draws His constant anugraha, making Him experienced as both auspicious liberator and gentle protector.
Shiva-tattva is presented as the universal Pati who pervades all (viśvatva), yet remains personally accessible as Śiva (bestower of auspicious liberation) and Saumya (compassionate, pacifying grace).
The implied practice is Pashupata-oriented jñāna and upāsanā: contemplative recognition of Shiva’s all-pervasion through Linga-pūjā and inner realization, leading to release of the paśu from pāśa by the Pati’s grace.
