The Supreme Personality of Godhead is present everywhere, and Vedic culture prescribes various ritualistic methods for worshiping the Lord in His various manifestations. The principal item is the faith and devotion of the worshiper, without which everything else is useless, as the Lord describes in the next verse.
In 11.27.16, Kṛṣṇa tells Uddhava that bathing and decorating are especially appropriate offerings for His arcā (Deity) form, expressing devotion through direct personal service.
Kṛṣṇa is instructing Uddhava in the practical path of bhakti—especially arcana (Deity worship)—explaining which offerings best match each worship context (Deity, altar, fire).
Offer tangible care—cleanliness, beauty, and reverence—in your daily worship space; keep a simple, orderly altar, and make offerings with sincerity and devotion rather than mere formality.
