Then all those soldiers began praising the Kauravas. Delighted and of cheerful mind, they were filled with exhilaration and waved their garments—an outward sign of approval and rising morale amid the tensions of war.

The verse highlights how collective emotion and public gestures (praise, waving garments) can amplify confidence and cohesion in a group—an ethically neutral but powerful force that can be directed toward either righteous or unrighteous ends in war.
Sanjaya reports that the Kaurava soldiers, pleased by what they have just witnessed, break into praise of the Kauravas and, in excitement, wave their clothes as a sign of approval and heightened battlefield spirit.
