Type: kshetra
Scene: A grand assembly: Brahmā and Īśāna at the center, surrounded by devas, prajāpatis, and luminous ṛṣis; in the midst, a symbolic throne/crown representing Dvārakā’s ‘great kingship’ over sacred places.
The highest sanctity of a kṣetra is affirmed by the consensus and consecration of divine and sage authorities.
Dvārakā is implied as the recipient of “great kingship” among tīrthas and kṣetrarājas.
The verse points to the institutional cause of sovereignty (consecration context), though the detailed rite appears in adjacent verses.
