न तु केवलदैवेन प्रजा भावेन रेमिरे । यद् बभूव मनःकान्तं कर्मणा स चकार तत्
na tu kevaladaivena prajā bhāvena remire | yad babhūva manaḥkāntaṃ karmaṇā sa cakāra tat |
Rakyat tidak bersukacita semata karena takdir atau keberuntungan; mereka gembira dari lubuk hati. Apa pun yang terasa berharga bagi batin mereka, itulah yang sang raja wujudkan melalui perbuatannya. Karena itu kepuasan mereka bukan hanya karena perlindungan seorang raja, melainkan juga karena kepercayaan dan bakti yang tulus kepadanya.
