Rājā (King; not named in the excerpt)
It reflects the Purāṇic narrative style of embedding ritual practice (piṇḍadāna/śrāddha-related observances) within a dialogue framework, illustrating how normative ritual knowledge is transmitted through story and inquiry.
No explicit geographic toponym appears in this verse fragment; the passage focuses on an observed ritual act and the king’s inquiry rather than a named sacred site.
The verse foregrounds careful adherence to prescribed procedure (vidhinā, prayatnāt) and models inquiry-based learning: when something appears neglected or unclear, the appropriate response is respectful questioning and full explanation (śaṁsata sarvam).
