शततमः सर्गः · Rāma Questions Bharata on Rājadharma
Governance, Counsel, and Public Welfare
दशपञ्चचतुर्वर्गान्सप्तवर्गं च तत्त्वतः ।
अष्टवर्गं त्रिवर्गं च विद्यास्तिस्रश्च राघव ॥६८॥
इन्द्रियाणां जयं बुद्ध्या षाड्गुण्यं दैवमानुषम् ।
कृत्यं विंशतिवर्गं च तथा प्रकृतिमण्डलम् ॥६९॥
यात्रादण्डविधानं च द्वियोनी सन्धिविग्रहौ ।
कच्चिदेतान्महाप्राज्ञ यथावदनुमन्यसे ॥७०॥
daśapañcacaturvargān saptavargaṃ ca tattvataḥ |
aṣṭavargaṃ trivargaṃ ca vidyās tisraś ca rāghava ||68||
indriyāṇāṃ jayaṃ buddhyā ṣāḍguṇyaṃ daivamānuṣam |
kṛtyaṃ viṃśativargaṃ ca tathā prakṛtimaṇḍalam ||69||
yātrādaṇḍavidhānaṃ ca dviyonī sandhivigrahau |
kaccid etān mahāprājña yathāvad anumanyase ||70||
हे राघव, तू बहुत समझदार है। तू यह सब चीज़ें समझता है, दस, पाँच और चार के ग्रुप्स। सात, आठ और तीन के सेट्स। तीन तरह की पढ़ाई। अपनी इंद्रियों को दिमाग से कंट्रोल करना। चाल चलन की बातें। भगवान की तरफ से या लोगों की तरफ से आने वाली मुसीबतें। क्या तू यह सब ठीक से समझता है?
O highly sagacious Bharata, I trust, having understood their true nature you are appropriately following the ten, five and four divisions, the seven divisions, the eight divisions, the three divisions, three kinds of knowledge, victory over the senses, the six qualities, evils arising from destiny and human agency, kritya, division of twenty, similarly Prakriti and Mandalas and two sources of Yatra and chastisement and of peace and war.
Dharma in governance is informed competence: a ruler must master recognized disciplines of polity, self-control, punishment, diplomacy, and war—so power is exercised responsibly and truthfully.
The speaker tests Bharata’s training in classical statecraft categories—diplomacy, punishment, expeditions, and control of the senses—expected of a king.
Practical wisdom (mahāprājñatā): disciplined intellect applied to ethics, administration, and strategy.
