Adhyaya 4

Book 10 operationalizes the state’s coercive limb (daṇḍa/bala) by turning manpower, movement, and matériel into repeatable procedure. In 10.4, Kauṭilya classifies battlefield-support duties into (i) padātikarmāṇi—infantry competencies such as carrying weapons across all terrains and seasons and maintaining physical conditioning, and (ii) viṣṭikarmāṇi—labor-corps tasks: clearing camp-sites, roads, bridges, wells, and fords; transporting engines, weapons, armor, equipment, fodder, and loads; and battlefield recovery of weapons/armor and evacuation of the wounded. The closing injunction is a cost-aware logistics maxim: the king should yoke oxen with horses for chariots with few horses, and use donkeys/camels/carts for baggage, with only a small elephant contingent. Placed within the Vijigīṣu’s power architecture, this chapter reduces friction in campaigning, preserves fighting strength, and prevents the treasury from being bled by prestige transport rather than functional mobility.

Sutras

Sutra 1

Sutra 2

Sutra 3

Sutra 4

Sutra 5

Sutra 16

Sutra 17

Sutra 18

Frequently Asked Questions

A campaign that moves quickly and predictably: fewer delays from bad roads/bridges/water access, better-conditioned infantry, faster evacuation of wounded, and reduced fiscal strain by using cheaper draft/pack solutions—thereby lowering the war’s duration and spillover harm to subjects.

Not specified in these sutras. In Kauṭilya’s administrative logic, failure would be handled through military discipline and hierarchical punishment (daṇḍa) by the commander/king—ranging from fines and deprivation of pay/rations to corporal punishment, depending on rank and wartime necessity.
