tena sarvamidaṃ vyāptaṃ trailokyaṃ sacarācaram | balaprabhāvataḥ svargo jitastena surādhipaḥ | brahmalokamanuprāpto devaiḥ sarvaiḥ samanvitaḥ
Pulastya
Listener: narādhipa (addressed within the passage)
Scene: The three worlds appear shadowed under daitya rule; Indra, humbled, leads a procession of devas upward to Brahmaloka—lotus-throne realm of Brahmā—seeking restoration.
When adharma dominates, even celestial authority collapses; refuge is sought in higher wisdom (Brahmā) and ultimately in divine śakti.
Indirectly, the Arbuda sacred region is prepared as the stage where the gods will undertake austerity and seek divine help.
None explicitly; the verse narrates displacement and the search for divine counsel.
