viṣṇuruvāca | kimarthamāgatāḥ sarve brahmādyāḥ surasattamāḥ | pṛthivyāṃ kuśalaṃ kaccitkuto vo bhayamāgatam
Viṣṇu
Tirtha: Dharmāraṇya (foreshadowed)
Type: kshetra
Listener: Brahmā and the assembled devas
Scene: Viṣṇu addresses an assembled host of devas led by Brahmā, asking why they have come and whether the earth is safe; the moment is poised between concern and revelation.
Divine governance is rooted in kṣema (welfare) and dharma—Viṣṇu first asks about the world’s well-being before anything else.
The narrative is moving toward Dharmāraṇya and its supreme tīrtha, introduced in the following verses.
None here; it is an opening inquiry in a divine dialogue.
