प्राकारपरिखाहीनां पुरं खर्वटमुच्यते ।

शाखानगरकञ्चान्यन्मन्त्रिसामन्तभुक्तिमत् ॥

Transliteration

prākāra-parikhā-hīnāṃ puraṃ kharvaṭam ucyate | śākhānagarakaṃ cānyan mantri-sāmanta-bhuktimat ||

Translation

જે વસાહતમાં પ્રાકાર (પરકોટ/ભીત) અને પરિખા (ખાઈ) ન હોય, તેને ‘ખર્વાટ’ નામે કીર્તિત કરે છે. બીજું ‘શાખાનગરક’ છે, જે મંત્રીઓ અને સામંતો (અધીન અધિપતિઓ) દ્વારા પાલિત/વ્યવસ્થિત માનવામાં આવે છે.
