Type: kshetra
Listener: Śaunaka and other ṛṣis (typical Naimiṣāraṇya audience)
Scene: A radiant Deva (or Śiva’s emissary/voice) consoles Devī addressed as Viśvambharā; Devī stands in tapas posture near the sea-coast of Prabhāsa, with sacred fires and austerity marks; the atmosphere is solemn yet hopeful.
Divine grace confirms sincere effort: well-performed tapas is acknowledged and rewarded with reassurance and fulfillment.
Prabhāsa-kṣetra, where Śiva directly grants comfort and the promise of fulfillment.
No new rite is prescribed; the verse affirms the success of tapas and promises its fruit.
