Type: kshetra
Scene: A celestial injunction is implied: the gods are urged to adopt a policy—Śiva must accept a consort—so that the cosmic mission (future birth of the commander) can proceed; the mood is decisive and strategic.
Dharma’s restoration may require coordinated, disciplined action (nīti) aligned with divine intention, not mere reaction.
No direct tīrtha praise appears; the verse is strategic counsel within Kedāra-khaṇḍa narration.
No explicit ritual is prescribed; it commands decisive effort and a specific divine-plan (Śiva accepting a consort).
