Listener: the listening sages (via Sūta-frame implied)
Scene: Lomāśa narrates: inside the cosmic sphere, devas including Hari and Brahmā are engulfed by a spreading poison-fire; the Lokapālas and Indra appear distressed. Heraṃba (Gaṇeśa), majestic and resolute, approaches or sends word to Śambhu to intervene.
In cosmic distress, the devas seek refuge through right appeal, and divine order is restored by Śiva’s grace.
The setting belongs to Kedārakhaṇḍa (Kedāra sacred region), though this verse narrates a cosmic episode rather than a local rite.
None directly; it introduces the episode that leads to Śiva’s instruction.
