Scene: Śiva speaks a boon of certainty: Dharma’s strength will be unfailing, and Dharma’s servants will naturally become Śiva’s devotees; the scene emphasizes compassionate authority.
Service to Dharma becomes a direct cause of devotion to God; righteousness and bhakti reinforce one another.
The Setu-region narrative setting continues; the tīrtha connected to Dharma is formally named in the following verses.
A practical teaching is implied: dharma-sevā (service to righteousness/virtuous order) is itself a spiritual discipline leading to devotion.
