It presents a Shaiva view of reality as an ordered sacred “enclosure” where Shiva’s forms are inseparable from Śakti, implying that divine power (Śakti) is not separate from the Lord (Pati) and that devotion should honor their unity.
The verse supports Saguna worship by affirming multiple divine manifestations around the central reality of Shiva; in Linga worship, these forms are contemplated as emanations or attendants of the Linga’s supreme presence, approached through layered reverence (āvaraṇa-pūjā).
A practical takeaway is āvaraṇa-bhāvanā—meditating on Shiva with His Śaktis and forms in successive “circles,” while repeating the Panchakshara (Om Namaḥ Śivāya) and offering bhasma (Tripuṇḍra) as a sign of surrender to Shiva’s all-pervading order.
