It identifies Rudra’s Śakti as the cosmic power that both sustains life (as the watery essence) and manifests as fierce radiance, teaching that the Supreme (Pati) pervades the universe through his inseparable power.
Linga-worship contemplates Shiva as the formless Supreme who becomes accessible through form; this verse explains that the Supreme manifests and pervades as tejas (radiant presence) together with Rudrā/Śakti, supporting Saguna contemplation without denying the transcendent Pati.
A practical takeaway is tejas-dhyāna: meditate on Shiva’s luminous presence within and without while reciting the Panchakshara (Om Namaḥ Śivāya), recognizing Rudra-Śakti as the pervading, purifying power.
