It emphasizes that Shiva-worship is not casual—devotion (bhakti) is supported by careful, complete preparation, reflecting inner discipline and reverence toward Pati (Shiva) in the Shaiva Siddhanta spirit.
The verse points to the external orderliness of Saguna worship—arranging ritual materials (vessels, leaves) and auspicious atmosphere—through which the devotee focuses the mind on the Linga as Shiva’s accessible, worshipful form.
A practical takeaway is to prepare all puja items fully (patra/leaves, vessels/utensils) and create a sanctified ambience; then perform japa such as the Panchakshara mantra (Om Namaḥ Śivāya) with steady attention.
