It links outer ritual (puja and homa) with inner surrender: after correct worship, the devotee aligns the mind to Shiva’s ajna—Pati’s guiding grace—so practice becomes a means to loosen pasha (bondage) for the pashu (bound soul).
The verse emphasizes avahana (invocation) and aradhana (worship) of Maheshvara in a worshipful, accessible (saguna) mode—typical of Linga-puja—followed by inward conformity to Shiva’s will, indicating that saguna worship should mature into inner realization.
Perform the remaining prescribed steps of Shiva-puja, invoke Shiva, worship, and offer homa; then practice mental submission—quietly holding Shiva’s command in the heart (manasa), as a form of focused remembrance akin to japa and dhyana.
