अनुग्रह-स्वातन्त्र्य-प्रमाणविचारः | Inquiry into Pramāṇa, Divine Autonomy, and Grace
अशिवात्मकमप्येतच्छिवेनाधिष्ठितं यथा । अरुद्रात्मकमित्येवं रुद्रैर्जगदधिष्ठितम्
aśivātmakamapyetacchivenādhiṣṭhitaṃ yathā | arudrātmakamityevaṃ rudrairjagadadhiṣṭhitam
De même que ce monde, bien qu’il ne soit pas en lui-même de la nature de Śiva, est pourtant pénétré et gouverné par Śiva, de même—bien qu’on dise qu’il n’est pas de la nature de Rudra—l’univers est soutenu et présidé par les Rudra.

It teaches that the universe is not identical to Śiva’s absolute essence, yet it is completely pervaded and governed by Him as the inner Lord (Pati), affirming divine immanence without collapsing the distinction between the Lord and the world.
Linga and saguna worship train the devotee to perceive Śiva as the indwelling ruler of all names and forms; this verse supports that vision by stating the world is upheld by Śiva/Rudras even if it is not ‘made of’ Śiva in essence.
Meditate on Śiva as the inner governor (adhiṣṭhātṛ) while repeating the Pañcākṣarī—“Om Namaḥ Śivāya”—and apply vibhūti (tripuṇḍra) with the contemplation that all functions of the cosmos proceed under Śiva’s lordship.
