Though the verse is narrative, it reflects the Shaiva view that cosmic beings turn toward an imminent sacred center of action; in practice, devotees likewise approach Saguna Shiva through a concrete focus—such as the Linga—seeking proximity (antika) to the divine presence for protection and right action.
The takeaway is to approach Shiva with disciplined readiness: begin worship by remembering the guru-parampara, then perform japa of the Panchakshara (Om Namaḥ Śivāya) and mentally ‘draw near’ to Shiva through steady attention, as the devas drew near to the decisive sacred moment.
