S’éveillant, il se leva de sa couche et s’assit un instant, maître de lui. Ses yeux pareils au lotus, encore humides de sommeil, il regarda alors autour de lui.

It highlights the Shaiva ideal of vaśitva—mastery over the senses—showing that clarity and purity of perception arise from inner restraint, which supports devotion and right knowledge on the path to liberation.
Before external worship (such as approaching the Liṅga), the Purāṇa emphasizes inner readiness: a composed, self-governed mind makes Saguna worship fruitful and gradually leads the devotee toward deeper realization of Shiva.
A simple takeaway is to begin worship after waking with a moment of seated stillness and sense-restraint (dhyāna/saṃyama), then proceed to mantra-japa (e.g., Pañcākṣarī) and, where appropriate, Tripuṇḍra-bhasma application as a reminder of purity and discipline.
