It teaches that worldly authority becomes spiritually meaningful when used to establish Shiva-centered dharma—governance aligned with devotion (bhakti) and right conduct supports the uplift of all beings under the grace of Pati, Lord Shiva.
By “Shiva-dharmas,” the text implies public and personal Shaiva observances—Linga worship, temple service, and disciplined conduct—through which Saguna Shiva is honored in the world while leading devotees toward the higher realization of Shiva’s transcendence.
The verse points to establishing regular Shaiva practice: daily Linga-puja with purity, japa of the Panchakshara (Om Namaḥ Śivāya), and traditional marks like bhasma (Tripuṇḍra) and rudraksha as part of living “Shiva Dharma.”
