Instruction on Rudra–Viṣṇu Unity and Divine Injunctions
सर्वाध्यक्षश्च सर्वेषु भुक्तिमुक्तिप्रदायकः । भव त्वं सर्वथा श्रेष्ठस्सर्वकामप्रसाधकः
sarvādhyakṣaśca sarveṣu bhuktimuktipradāyakaḥ | bhava tvaṃ sarvathā śreṣṭhassarvakāmaprasādhakaḥ
Sois le surveillant de tous les êtres en toute manière, le dispensateur de la jouissance (bhukti) et de la délivrance (mukti). Sois, à tous égards, le Suprême, accomplissant tout désir légitime.

It declares Śiva as Pati—the supreme Lord who governs all—and as the unique giver of both bhukti (well-being in the world) and mukti (release from bondage), showing that all fruits ultimately depend on His grace.
By praising Śiva as the universal overseer and granter of results, it supports Saguna worship through the Liṅga: devotees approach the manifest symbol with devotion, and Śiva bestows both immediate blessings and the higher liberation.
Liṅga-pūjā with the Panchākṣarī mantra ("Om Namaḥ Śivāya") is implied as the direct means to seek both dharmic prosperity and liberation; sustained japa with devotion aligns the seeker toward mukti.
