Vibhīṣaṇa’s Arrival and the Debate on Refuge
अर्थानर्थनिमित्तंहियदुक्तंसचिवैस्तव ।तत्रदोषंप्रपश्यामिक्रियानह्युपपद्यते ।।6.17.53।।
arthānarthanimittaṃ hi yad uktaṃ sacivais tava | tatra doṣaṃ prapaśyāmi kriyā na hy upapadyate || 6.17.53 ||

"Your counsellors have said that after judging good or bad qualities we should accept or reject Vibheeshana. I see a flaw in that statement as such action would not arise."
Dharma is not only right intention but workable right action: policies must be ethically sound and practically implementable.
