ऋषिः स्यान्नारदश्छंदो उष्णिग्गोवल्लमस्य तु । देवतापूर्ववच्चक्रैः पञ्चांगानि तु कल्पयेत् ॥ ५९ ॥
ṛṣiḥ syānnāradaśchaṃdo uṣṇiggovallamasya tu | devatāpūrvavaccakraiḥ pañcāṃgāni tu kalpayet || 59 ||
Pour l’hymne/mantra « Govallama », le ṛṣi est Nārada et le mètre (chandas) est Uṣṇik. La divinité est celle mentionnée plus haut ; et l’on doit aussi établir ses cinq membres (pañcāṅga) avec les cakra (placements rituels).

It codifies how a mantra is properly identified and applied—by knowing its ṛṣi, chandas, and devatā, and by setting its ritual components (pañcāṅga) correctly—so recitation aligns with Vedic discipline rather than being random speech.
Bhakti here is expressed as disciplined worship: devotion becomes effective when the devotee honors the mantra’s lineage (Narada as ṛṣi), its metre, and its presiding deity, performing the prescribed placements and limbs with reverence.
Chandas (Vedic prosody) and mantra-lakṣaṇa: the verse specifies Uṣṇik as the metre and teaches the standard method of assigning ṛṣi–chandas–devatā and arranging the pañcāṅga with cakra-based ritual placements.
