Bhishma frames his instruction by invoking an authoritative ancient exemplum: ethical and political guidance is strengthened by precedent, especially when presented as a teacher–king dialogue.
Bhishma introduces a traditional story that knowledgeable people recount—specifically, a dialogue between the sage Kāmandaka and King Āṅgariṣṭha—signaling that the next section will draw lessons from their exchange.
