El Señor, poseedor de toda potencia, penetra eternamente el universo y lo rige desde dentro. Su naturaleza se expresa así: «Esto es así; esto no es así; llega a ser de este modo»—el principio mismo que determina y ordena el cosmos.

It teaches that Shiva (Pati), inseparable from Śakti, is both immanent and sovereign—pervading all and directing the order of manifestation; liberation arises from recognizing His indwelling lordship rather than seeing the world as independent.
Linga worship trains the devotee to perceive the one Ishvara present in every form: though Shiva is beyond all attributes, He is realized as the all-pervading ruler who ‘determines’ creation—hence Saguna devotion becomes a doorway to Nirguna truth.
Practice inward contemplation (dhyāna) on Shiva as the indwelling governor while repeating the Panchakshara “Om Namaḥ Śivāya,” supported by Tripuṇḍra (bhasma) and Rudrāksha as aids to steadiness and Shaiva identity.
