देवबाहुर्जयश्चैव मुनिर्वेदशिरास्तथा । हिरण्यरोमा पर्जन्य ऊर्ध्वबाहुश्च सोमपाः
devabāhurjayaścaiva munirvedaśirāstathā | hiraṇyaromā parjanya ūrdhvabāhuśca somapāḥ

The verse itself points to Vedic Soma sacrifice; for Shaiva practice, the practical takeaway is to adopt Shiva-centered observances such as Panchakshara japa (Om Namaḥ Śivāya) and regular Linga worship, which the Shiva Purana repeatedly exalts.
