The Characteristics of Devotion to Hari
सर्वभूतदयायुक्तो विप्रपूजा परायणः । तस्य तुष्टो जगन्नाथो मधुकैटभमर्दनः ॥ २१ ॥
sarvabhūtadayāyukto viprapūjā parāyaṇaḥ | tasya tuṣṭo jagannātho madhukaiṭabhamardanaḥ || 21 ||

It states that compassion toward all beings (dayā) and reverent service to Brahmanas (vipra-pūjā) are direct causes for pleasing Viṣṇu (Jagannātha), emphasizing inner virtue and dharmic conduct as true devotion.
Bhakti is shown not merely as ritual, but as character: kindness to all creatures and honoring those who preserve Vedic learning. Such sattvic conduct becomes an offering that satisfies the Lord.
While no single Vedāṅga is named, the verse points to the practical dharmic ecosystem that sustains Vedic tradition—respecting vipras who transmit śikṣā, vyākaraṇa, chandas, nirukta, jyotiṣa, and kalpa—thereby supporting right practice and right teaching.
