It states the core phala (result): through Śiva-oriented devotion and observance, pāpa (sin/impurity) is removed and the devotee becomes worthy of Śivaloka—showing Linga worship as a purifier leading toward liberation.
Śiva is implied as Pati—the supreme Lord whose realm is not merely a place but a state of divine proximity; entry there signifies purification, grace (anugraha), and elevation of the pashu beyond bondage (pāśa).
A general Shaiva sādhanā is implied—Shiva-pūjā, vrata, japa, or Pāśupata discipline—whose hallmark is pāpa-kṣaya (removal of impurities) culminating in exaltation in Śivaloka.
